In a vacuum I’d be inclined to give both equal weight as they symbolise different aspects of oneself.

Rising sign

The rising sign is your shop window – how others see you and how you are inclined to project yourself outwardly to others. It represents how you want to be seen, the persona you identify with.

Moon sign

The Moon on the other hand links with your roots, your home (inner wellbeing/outer home), how you feel, your moods and how you have learnt to behave, your habits – it represents one’s subconscious in other words – and habits can be hard to change or break with once established.
